1 is the 1001 Arabian Nights,
2 is Teddy Roosevelt
3 is Harun Al Rashid

Roosevelt used to go out at night to catch police officers who were out of their post while he was in NYPD. He was called Harun Al Roosevelt by the papers.

Roosevelt, when he was NYC police commisioner would roam the streets many nights looking at how his officers worked, very similar to Haroun Al Rashid would do in the tales from 1001 Arabian nights as Sheherazade spun them out. This got him the nickname Haroun Al Roosevelt.
